What would you do if you were asked to take money from one budget (and you are in charge of that budget) and spend it in another area.? Suppose that the budget was specifically designated for training but someone higher than you in your company asked you to spend it on PR but report it as a training expenditure?

I would first question why I have been requested to do such activities; perhaps the manager spent too much on his budget, and he's trying to even things out by using your budget to accomplish his goals without having to explain why he misused his allocated funds. I would secondly make sure I understood the dynamic of the company, and any possible fallout from communicating this debacle to perhaps his boss, or if this would escalate everything and potentially get you into trouble with him.
If the latter were unfortunately true, and the man higher than you has the authority to really make your life hell, I would deal with this decision, and do what he/she says to do.
